That's impossible.  The standard Party line is that no matter how
promiscuous, no matter how many thousands of random sexual partners
he's had over the years, once a person tests HIV+ he immediately
becomes celibate.  So anyone undergoing any of the HIV cocktail
treatments poses absolutely no risk of transmitting his increasingly
drug-resistant virus to others.  Therefore 30% of new HIV infections
cannot possibly be resistant to any of the dozen or two anti-HIV drugs;
the number must be 0% because all HIV patients undergoing treatment
(and thus are aware of their condition) are celibate - they would
NEVER deliberately infect others with their supervirus.
