You are mixing figures from the United States with those from the UK. I
quoted from a great number of sources that differ by a few months in their
estimates of usage.
The slight differences make no difference to the points at hand.
The real decline happened in 1992.
The figures were distorted by the revised definition.
The average use in 1996 (when even the distorted CDC figures show a
decline) was in the region of 19% to 25%. These people had JUST STARTED
taking HAART, would not reflect in mortality statistics (if they died) and
would have no effect on CDC statistics.
'Infections' also dropped. Clearly this could not be the result of HAART.
You are grasping at straws to try to confuse the reader and escape the
clear fact you have been proved WRONG and a lier.
Sad!

Here are the numbers after half a day of roaming through the CDC data;
HIV/AIDS Surveillance Report
The HIV/AIDS Surveillance Report contains tabular and graphic information
about U.S. AIDS and HIV case reports, including data by state, metropolitan
statistical area, mode of exposure to HIV, sex, race/ethnicity, age group,
vital status, and case definition category. It is published annually by the
Division of HIV/AIDS Prevention, National Center for HIV, STD, and TB
Prevention, Centers for Disease Control and Prevention (CDC), usually in the
early fall. The mid-year edition was discontinued after the 2001 reporting
year
