FDA statement on condom water testing

FDA position on water testing of condoms.

"Although the smallest hole the water test can find is 100 times bigger
than the HIV virus, officials believe the water test is sufficient."

One wonder why? A virus cannot pass through a hole 100 TIMES it'S SIZE.
Figure that one out.

Why did they not simply say "during sex"?
